At this time, the Consortium requires the services of a communications professional or a communications firm that can do and oversee the following work:
• facilitate discussion with federal officials and Members of Parliament on copyright issues;
• provide strategic insights and propose solutions to strengthen the communications aspect of the work of the Consortium;
• manage an annual communications campaign on social media (via Twitter and other online media) and other communication platforms, on fair dealing and other education-related copyright issues;
• maintain relationships with other education organizations that also have an interest in copyright and the education sector; and
• advise the Copyright Consortium Committee on communications issues and implement the resulting communications program.
The successful Proponent will have significant knowledge of copyright as well as experience and demonstrated success working with federal officials and Members of Parliament to communicate clients’ positions and achieve the results sought by clients. The Lead Consultant will be able to establish working relationships with key individuals working on issues relating to the review of the Copyright Act. Proficiency in French would be an asset but is not required.
The Lead Consultant will be expected to report regularly to meetings of the Copyright Consortium Committee, which will oversee some of the work performed by the Consultant, and to participate in meetings with federal officials, Members of Parliament, and national education organizations. Many of these meetings will be virtual, but some may be in person.
In addition to working with members of the Copyright Consortium Committee, the successful Proponent will interact frequently with the legal counsel of the Consortium and with the Tariff Proceedings Subcommittee. The successful Proponent can expect to meet with the Copyright Consortium Committee between one to four times over the duration of the contract, connect with national education organizations on a monthly basis, and arrange meetings with federal officials and Members of Parliament several times over the duration of the contract.
Regarding media and public relations, the successful Proponent will be expected to collaborate with the Manager, Communications, at the CMEC Secretariat to align initiatives with CMEC policy.
