Description

1. SUMMARY OF REQUIRED SERVICES:The objective of this Request for Proposal is to acquire a password management tool for individuals and teams/groups to allow all of its employees to reduce their efforts in protecting, composing, manipulating and monitoring their passwords which they use daily in their work accessing multiple IT services. CBC / Radio-Canada is looking for an intuitive solution that will be very secure, easy to use and administer. This solution should also allow for monitoring and reporting on usage.

2. MANDATORY REQUIREMENTS:
     This RFP is open only to Proponents who meet the following mandatory requirement.
     The Supplier's Tool MUST have those requirements below to be evaluated;
2.1 The platform and supporting architecture must have zero knowledge of user passwords (mandatory).
2.2   The solution uses MFA(OTP) for the master password.
       TOTP(Google Authenticator, Microsoft Authenticator).(mandatory)
2.3 Bilingualism (mandatory)
       The solution is working in both French & English
As a federal Crown corporation, CBC/Radio-Canada is subject to the Official Languages Act and the Official Languages Regulations (HUM–4 Official Languages).

The Supplier’s tool shall be fluent in English and French (Interfaces, Documentation, Support & Training)
All services, communication for service level with CBC’s internal staff and management shall be in both official languages.

2.4 SaaS Solution (mandatory)
CBC is looking for a SaaS solution.
2.5 The solution offers an offline mode for users to access the vault.(mandatory)

3. TO OBTAIN THE RFP DOCUMENTATION

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose coordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # IS20211130) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.merx.com) no later than March 30th, 2022 at 8:00:00 pm, Montreal Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
