Description

1.SUMMARY OF REQUIRED SERVICES:
The main purpose of this Request For Information (“RFI”) is to obtain information on media monitoring services in English and French currently available in the Canadian market. CBC/Radio-Canada requires high-quality media monitoring services that will, among other things, be cost-effective, comprehensive, and timely, and that can be potentially offered by qualified respondents.
The information provided by qualified respondents may be used in subsequent stages of the procurement process. This RFI does not commit CBC/Radio-Canada in any way to purchase goods or services from respondents.
This RFI is the first stage in procuring media monitoring services. CBC/Radio-Canada is inviting interested parties (“Respondents”) to submit their responses (the “Response”). The Responses submitted will then be evaluated and rated for the purpose of qualifying potential Suppliers.
At its sole discretion and without any obligation, CBC/Radio-Canada may invite select Suppliers to continue the process with a second stage, a Request for Proposals (“RFP”).
2. MANDATORY REQUIREMENTS:
This RFSA is open only to Proponents who meet each of the following mandatory requirements.

Bilingualism

The Respondent shall have the capacity to provide and undertake all services in both English and French.

Geographic coverage

The Respondent shall provide services based on nationwide media monitoring.
3. TO OBTAIN THE RFI DOCUMENTATION

It is important to note that CBC/Radio-Canada is not responsible for the distribution of the documents.
4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFI must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFI, whose co-ordinates appear below. All e-mails pertaining to this RFI must state the RFI reference number (RFI PC20220113) in the “Subject” of the email.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFI documents. If so, or if there is any doubt about the meaning of any part of this RFI, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFI Process of the main document
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.merx.com) no later than February 17th, 2022 at 8:00:00 pm, Montreal Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFI Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
