RFP TI20210715 - Health, Safety & Environmental Management System

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for a Health, Safety & Environmental Management System.
 
An Agreement resulting from this RFP may potentially be for two (2) years with one (1) irrevocable option(s) to extend for a two (2) year period and three (3) additional irrevocable option(s) to extend for one (1) year period(s).

1. SUMMARY OF REQUIRED GOODS/SERVICES:

The key objectives in issuing this RFP are as follows:

CBC/Radio-Canada is seeking proposals to optimize our electronic solution to track environmental sustainability and health and safety management processes. The electronic management system selected must track compliance related activities, including incident and inspection/audit management, and will provide for flexibility in adding additional solutions related to health, safety, and environmental needs, as identified in future requirements.


2.  MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet each of the following mandatory requirements.

2.1  CBC/Radio-Canada will consider only Proposals from Proponents with established business in the field of Health, Safety and Environmental Management systems with demonstrated sales to the market.


2.2 CBC/Radio-Canada will consider only Proposals from Proponents who can provide a fully bilingual (English / French) system / solution.

2.3  CBC/Radio-Canada will consider only Proposals from Proponents whose system can support Mobile functionality utilizing both Apple and Android platforms.

2.4 Proponent must be prepared to provide to CBC / Radio-Canada a functional demonstration system for evaluation purposes following the RFP submission closing date. CBC/Radio-Canada will contact Proponents, after the completion of the preliminary technical scoring grid, if they have been selected to provide a demonstration system.



3. TO OBTAIN THE RFP DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through MERX.  Here is the link to the MERX Supplier User Guide

1. Determine your eligibility to participate based on the Mandatory Requirements as stated in Section 2 above.
2. To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
3. Download the mandatory Qualification request form.(this will also register you for the RFP)
4. Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
5. Email the completed form to the contact indicated in section 5 of this document

5. COMMUNICATION WITH CBC/RADIO-CANADA

1. Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below.  All e-mails pertaining to this RFP must state the RFP reference number (RFP # COR20210715) in the “Subject” of the e-mail.

2. Once the RFP documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents.  If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
