CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for Disability Management and claims adjudication services.
An Agreement resulting from this RFP may potentially be for nine (9) years with two (2) irrevocable option(s) to extend for two (2) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFP are as follows:
CBC/Radio-Canada is seeking proposals from qualified Proponents for the provision of a Disability Management System and the adjudication services of all non-occupational salary continuance (short-term disability) claims
2. MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet each of the following mandatory requirements.
- The Proponents’ employees, including Account Executives, Team Leads/Managers and Case Managers must currently provide and maintain all services, proficiently, in both English and French, both spoken and written. The Proponents’ case management system and website must be fully bilingual (French and English).
- The Proponents’ case management system and website must be fully bilingual (French and English).
- The Proponent must have at least two (2) active disability case management services client accounts that have been active for the last 5 years. These client accounts must be national organizations who operate in multiple provinces and maintain a minimum of 5,000 employees covered under a disability benefits plan that consist of both unionized employees and Quebec resident employees
- The Proponent must have the resources to be assigned as dedicated case managers to work exclusively on CBC/Radio-Canada cases.
- The Proponents disability case management system must have a self-serve function for CBC/Radio-Canada employees to access their file, review their case, upload, download documents etc.
- The Proponents disability case management system must have a “view only” access function for authorized CBC/Radio-Canada personnel to view non-confidential, real time, employee case information.
- The Proponent must have and maintain a licensed general practitioner/physician on staff .
3. TO OBTAIN THE RFP DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through MERX.

IMPORTANT NOTE: In all cases, to participate and/or obtain the RFP documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
QUALIFICATION REQUEST
In order to obtain the RFP documents, the Proponent must provide the Request for Qualification form signed by a duly authorized representative who confirms that it meets all the mandatory requirements described in Section 2 of this document.
- Determine your eligibility to participate based on the Summary of required goods/services and the Mandatory Requirements for the RFP.
- Download the mandatory requirements Qualification Request Form (this will also register you for the RFP)
- Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
- Email the completed and duly signed form to the contact person indicated in section 4 of this notice by no later than Wednesday, October 4, 2023, 3:00 p.m. Eastern Time
- Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment that your company meets all of the Mandatory requirements; you will receive an e-mail from MERX notifying you that the RFP documents are ready for download. Documents will be ready for release at the earliest on Friday, October 6, 2023.

4. COMMUNICATION WITH CBC/RADIO-CANADA
A. Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # HR20230921) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than Monday, October 30, 2023 at 2:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
