CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposal (“RFP) for the Diagram and flowchart solution (fully integrated or modular) to create and map complex processes and systems for CBC/Radio-Canada.

1. SUMMARY OF REQUIRED GOODS/SERVICES:
CBC/Radio-Canada, is seeking proposals to establish a Goods/Services Agreement with the successful proponent for the provisioning of the Diagram and flowchart solution services.
2. MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet each of the following mandatory requirements included in the Appendix A1. Scope of Work.
1. The system must be delivered using a Software as a Service (SaaS) model
2. The solution must be a web-based cloud solution requiring no client-side software and be accessible on various web browsers. List supported browsers
3. The system must provide connectors and APIs to facilitate integrating with CBC/Radio Canada’s systems. Google workspace and Atlassian integrations are required.
Proponents must respond to each of the requirements outlined in the scope of work with written evidence. Indicating “Yes” or “Comply” is not a complete answer and further detail is required to support the claim that the Proponent currently meets each of the mandatory requirements. To supplement their response (if applicable) a Proponent can provide any additional information as a separate document.

3. TO OBTAIN THE RFP DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Respondents must obtain the RFP documents through Merx. Here is the link to the Merx Quick Get Started Steps

Determine your eligibility to participate based on the description/objective statement for the RFP.
To obtain the documents you must be registered with Merx. If you are not already registered, please follow the Merx Quick Start Guide link above.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # IT_20220309) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Respondents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.

5. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than May 30th, 2022 at 8:00:00 pm, Eastern Time.

The Respondent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Respondent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, whether the time indicated on such clock is accurate or not.

Partial Responses, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

CBC/Radio-Canada cherche à obtenir des propositions de l'industrie en réponse à sa demande de proposition (" DP ") pour la solution de diagramme et d'organigramme (entièrement intégrée ou modulaire) afin de créer et de cartographier des processus et des systèmes complexes pour CBC/Radio-Canada.

1. RÉSUMÉ DES BIENS/SERVICES REQUIS :
CBC/Radio-Canada sollicite des propositions en vue d'établir un contrat de biens/services avec le soumissionnaire retenu pour la fourniture de services de solution de diagramme et d'organigramme.

2. EXIGENCES OBLIGATOIRES :
Cette demande de propositions est ouverte uniquement aux soumissionnaires qui répondent à chacune des exigences obligatoires suivantes incluses dans l'annexe A1. SOW.

1. Le système doit être livré en utilisant un modèle de logiciel en tant que service (SaaS).
2. La solution doit être une solution en nuage basée sur le Web ne nécessitant aucun logiciel côté client et être accessible sur divers navigateurs Web. Liste des navigateurs pris en charge
3. Le système doit fournir des connecteurs et des API pour faciliter l'intégration avec les systèmes de CBC/Radio Canada. Les intégrations Google workspace et Atlassian sont requises.

Les soumissionnaires doivent répondre à chacune des exigences décrites dans l'étendue des travaux par des preuves écrites. Le fait d'indiquer " Oui " ou " Conforme " ne constitue pas une réponse complète et des détails supplémentaires sont nécessaires pour étayer l'affirmation selon laquelle l'auteur de la proposition répond actuellement à chacune des exigences obligatoires. Pour compléter sa réponse (le cas échéant), l'Auteur d'une offre peut fournir toute information supplémentaire dans un document séparé.

4. COMMUNICATION AVEC CBC/RADIO-CANADA
Tout contact avec CBC/Radio-Canada à ce stade de la demande de propositions doit se faire par courrier électronique uniquement, qui sera adressé au représentant de CBC/Radio-Canada pour cette demande de propositions, dont les coordonnées figurent ci-dessous. CBC/Radio-Canada se réserve le droit de répondre uniquement aux questions soumises par l'intermédiaire de Merx.

5. RÉCEPTION DES RÉPONSES
Les réponses doivent être reçues par CBC/Radio-Canada, par soumission électronique sur le site Web de Merx (www.merx.com), au plus tard le 30 mai 2022 à 20 h 00, heure de l'Est.

Le Candidat est le seul responsable de la réception en temps opportun d'une Réponse par CBC/Radio-Canada. Le Candidat ne peut transférer cette responsabilité à CBC/Radio-Canada. L'horloge de MERX sera utilisée pour déterminer l'heure de réception de la Réponse, que l'heure indiquée sur cette horloge soit exacte ou non.

Les réponses partielles, les modifications ou les révisions qui sont reçues après la date et l'heure de clôture de la soumission de la DP ne seront pas acceptées.
