1. SUMMARY OF REQUIRED GOODS/SERVICES:
Information Services at CBC/Radio-Canada is looking for a supplier, owner of a tool/solution for video editing and publication. CBC/Radio-Canada wants to use this tool for all its digital platforms with the objective of increase its digital presence and engage the audiences, all in a suitable way to the streaming information context that requires velocity and flexibility in the production methods.
CBC/Radio-Canada do not consider therefore will not evaluate the tools whose source is a reseller.
2. MANDATORY REQUIREMENTS:
To be evaluated, pass or fail, the proponent shall demonstrate response under section A.5.1.1:
A. The tool shall offer video editing, audio track creation, text overlay and subtitle insertion.
B. The tool shall allow access to graphics templates and source content available (images, videos, sounds, music). Access to source content of news videos is essential.
C. The tool shall be accessible through a web browser (CBC/Radio-Canada uses Chrome)
E. The tool shall offer audio, photo, video and other content (including third party content licensed by the Supplier and made available by the Supplier)
3. TO OBTAIN THE RFP DOCUMENTATION

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # 20211201) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Respondents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.
5. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than January 26, 2022 at 8:00:00 pm, Eastern Time.
The Respondent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Respondent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, whether the time indicated on such clock is accurate or not.
Partial Responses, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
