1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFIQ are as follows:
The objective of this Request for Information and Qualification(RFIQ) is to obtain a supplier for credit and financial information on companies operating mainly in North America, but worldwide as well, regardless of their size, line of business and industry, or legal structure. The credit and financial data shall be accurate, relevant, and structured, and the credit reports provided shall be accessible in real time, on line (live reports), by multiple users. This will allow consistent and immediate decisions, easy to integrate in the existing policy. CBC/Radio-Canada seeks to develop a relationship with a Supplier capable of providing specialized resources to meet the requirements of the Corporation.
At this first stage of the project, CBC/Radio-Canada would like to obtain information on the market in order to identify interested firms and find out what services are available. The Responses submitted will then be evaluated and rated for the purpose of qualifying potential Suppliers.
After the first stage, CBC/Radio-Canada may elect to continue the process with a second stage, at its sole discretion without any obligation, with the number of Supplier(s) that CBC/Radio-Canada will determine, at its entire discretion. The second stage would be to issue a Request for Proposals (“RFP). CBC/Radio-Canada would restrict invitations to submit proposals to qualified Suppliers only.
2. MANDATORY REQUIREMENTS:
There are no Mandatory Requirements to obtain access to the RFIQ documents.
3. TO OBTAIN THE RFIQ DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFIQ documents through Merx. Here is the link to the Merx Quick Get Started Steps for new users (http://bit.ly/2NW0a93).
1. Determine your eligibility to participate based on the description/objective statement for the RFIQ. 2. To obtain the documents you must be registered with Merx. If you are not already registered, please follow the Merx Quick Start Guide link above.
Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
5. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFIQ must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFIQ, whose co-ordinates appear below. All e-mails pertaining to this RFIQ must state the RFIQ reference number (RFIQ # CF20210908 ) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFIQ documents. If so, or if there is any doubt about the meaning of any part of this RFIQ, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFIQ Process of the main document. CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.
6. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than February 1rst, 2022 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, whether the time indicated on such clock is accurate or not.
Partial Responses, amendments or revisions which are received after the date and time for the RFIQ Submission Closing Date will not be accepted.
