CBC/Radio-Canada is seeking Proposals in response to its Request for Proposals (“RFP”) for Data Collection and Engagement (SaaS).
An Agreement resulting from this RFP may be for three (3) years with three (3) irrevocable option(s) to extend for one (1) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The objective of this request for proposal (RFP) is to identify and select a qualified vendor to provide a Software-as-a-Service (SaaS) for data collection and engagement. The ideal solution will enable CBC /Radio-Canada teams to create and publish viral experiences across websites, mobile apps, and social media. These experiences should be designed to collect data, engage and nurture leads, and ultimately drive customer loyalty.
Specific objectives include:
• Boost engagement and interaction: The solution should offer a wide range of engaging and interactive formats, such as quizzes, polls, contests, and gamified experiences. These interactions can help to capture attention, increase dwell time, and encourage participation.
• Enhance data collection capabilities: The solution should provide a variety of methods for collecting data from website visitors, app users, and social media followers. This data can then be used to gain insights into customer behavior, preferences, and needs.
• Nurture leads and drive loyalty: The solution should enable the company to segment leads based on their data and interactions. This allows for targeted messaging and personalized experiences that can nurture leads through the sales funnel and convert them into loyal customers.
• Improve collaboration and efficiency: The solution should provide a user-friendly interface that allows marketing, editorial, and sales teams to easily create and publish interactive content without requiring extensive technical expertise.
• Streamline integrations: The solution should seamlessly integrate with the company's existing marketing and data stack, including their Single Sign-On (SSO), Data Management Platform (DMP), Customer Data Platform (CDP).
• Ensure scalability and security: The solution should be able to handle a high volume of interactions and users, and it should meet all applicable security and compliance standards.
• Ensure accessibility: The solution should be designed to be accessible to users with disabilities, adhering to relevant web content accessibility guidelines.
2. MANDATORY REQUIREMENTS:
This RFP will be open only to Proponents who meet each of the mandatory requirements as evidenced in its written qualification request for RFP documents (described in section 3).

3. TO REQUEST THE RFP DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFP documents through MERX. If your Company is new to MERX then please visit www.merx.com and check out the “Offering” & “Pricing” header tabs to learn more.
To obtain the RFP Documentation, Proponents must submit the Qualification Request form, completed and signed by a duly authorised representative confirming that the Proponent meets all the Mandatory requirements.
The Proponent must be registered with Merx Canada. Once registered, the file containing the above document is located under the Required Acknowledgement section of this opportunity and can be accessed by clicking “Place Bid”.
The document(s) to be completed and signed must be sent to the CBC/Radio-Canada Representative for this RFP (see item 4 below for coordinates).
Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from MERX that the RFP documents are ready for download, no earlier than Friday July 12, 2024.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose coordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number in the “Subject” of the e-mail.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than Monday August 12, 2024, at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
Note:
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
