Description

1.0 Request for Proposal
This Request for Proposal (RFP) has been issued by Agricorp in order to identify and select the most
suitable proponent to provide a comprehensive all-in-one Human Resource Management System
(HRMS) and Payroll System along with related professional services to replace Agricorp’s existing
systems. A Software as a Service (SaaS) deployment model is Agricorp’s preference, however
commercial off the shelf (COTS) based software in a hosted environment (Infrastructure as a service
(IaaS)), or an on premise software deployment will be considered if the total solution is demonstrably
superior to a SaaS solution. Agricorp will disqualify proposals for custom designed solutions.
Following an evaluation process Agricorp intends to sign an agreement with the successful proponent.
The term of the agreement is to be for a period of three (3) years with an option in favour of Agricorp to
extend the agreement on the same terms and conditions for two (2) additional terms of up to one (1)
year each.

The proponent must submit an electronic version of their proposal signed by an authorized
representative. Proposals are to be prominently marked in the subject heading with the RFP
title, number (see RFP cover), and the proponent’s full legal name.

Proposals are to be e-mailed to agricorp.purchasing@agricorp.com
Note: Submissions received after the date and time specified in Section 5.0 Timelines, will be
considered non-compliant and rejected.

All pricing must be restricted to Appendix D – Rate Bid Form and submitted as a separate
attachment outside of the proponent’s general proposal. Any proposal containing pricing
information outside of Appendix D – Rate Bid Form may be disqualified. Any changes to
Appendix D – Rate Bid Form will not be accepted and may result in the proposal being
disqualified.
