About DCC
Defence Construction Canada (DCC) is a Crown corporation that provides innovative and cost-effective contracting, construction contract management, infrastructure and environmental services, and lifecycle support for Canada’s defence requirements. It has two primary Client-Partners: the infrastructure and environment (IE) community at the Department of National Defence (DND), and the Communications Security Establishment (CSE). From project needs planning to building decommissioning, DCC’s work covers a broad spectrum of activities. The Corporation maintains five regional offices (Atlantic, Quebec, Ontario, Western and National Capital Region), as well as 37 site offices located at Canadian Armed Forces (CAF) bases, wings and area support units. Its Head Office is located in Ottawa.
Doing Business with DCC
While DCC puts the contracts in place and manages them, it relies on private sector contractors and consultants to perform the work required by its clients. The type of work includes services to support the design, construction, renovation and maintenance of a wide variety of facilities for the IE program of DND.
Defence Construction Canada prepares for the modernization of the Official Languages Act
The Government of Canada is in the process of modernizing the official languages regime including recent changes to related policies and upcoming amendments to the Official Languages Act. These changes impact how Defence Construction Canada (DCC) supports the Department of National Defence (DND) in the delivery of its infrastructure and environmental programs.
Over the coming months, DCC will be creating at each DND location, open construction source lists that will be used to implement construction contracts (commercial, residential, industrial, institutional, civil) under $10 million. The requests will be published through the MERX system and contractors who wish to have the opportunity to bid on DCC tenders will be required to submit their name for the source lists.
To qualify for the source lists, contractors will only need to provide the legal name of their company and their language preference for the tender documents, the contract documents and communication during the execution of the contract. At locations where contractors all have indicated the same (unilingual) language preference, DCC may elect to issue tender documents in only that language. Otherwise, tender documents will be issued in both official languages.
The source lists will be open to general, trade and civil contractors and suppliers.
Contractors will require an active MERX account so that they can submit electronic bids.
We will begin using these new source lists on April 1, 2023 and the first source lists will be published shortly. Opportunities will be passed on to contractors and suppliers who will be listed in these source lists for DND projects under $10 million.
